Background
The Federal Bureau of Investigation (FBI) is seeking industry feedback through a Request for Information (RFI) regarding a draft Performance Work Statement (PWS) aimed at enhancing its national employer marketing and recruitment efforts. The FBI's mission involves addressing various criminal and national security threats, including terrorism, foreign counterintelligence, and organized crime.

The goal of this contract is to provide Recruitment Marketing Consulting Services to the FBI's Human Resources Division (HRD), focusing on attracting and hiring Special Agents (SAs) and Professional Staff.

Work Details
The contractor will provide comprehensive recruitment marketing services that include:
1. Employer Branding Research, Strategy & Coordination
2. Recruitment Marketing Strategy, Coordination & Implementation
3. Data Analytics & Optimization
4. Campaign Development and Execution
5. Paid Media Planning, Execution, and Reporting
6. Social Media Planning, Execution, and Reporting
7. Publications, Digital, and Print Media Support
8. Email, SMS, and In-mail Marketing Support
9. Key Performance Indicator (KPI) Data Analytics, Optimization and Reporting
10. In-Person and Virtual Meetings
11. Website Planning, Execution, and Reporting
12. Event Strategy and Execution
13. Content Strategy and Execution
14. Creative Assets Development and Management
15. Program Management
16. Other Direct Costs (ODCs). The contractor will be responsible for developing innovative strategies to attract qualified candidates using various media channels while ensuring compliance with Section 508 standards for accessibility.

Place of Performance
The work will primarily take place at FBI headquarters as well as offsite locations as needed.
