Background
The National Dialysis Services Contract (NDSC) is issued by the Department of Veterans Affairs (VA) with the goal of providing timely, accessible, and high-quality dialysis services for Veterans suffering from End-Stage Renal Disease (ESRD) and Acute Kidney Injury (AKI).

This contract aims to establish Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to ensure that Veterans receive necessary healthcare services through accredited community-based dialysis service providers. The VA recognizes the need for community-based care due to the unique population and geographic demands of Veterans.

Work Details
The contractor will be responsible for providing, supervising, and monitoring outpatient chronic hemodialysis and peritoneal dialysis services to Veterans. Specific tasks include:
1. Delivering dialysis services in accordance with CMS Medicare Program treatment guidelines.
2. Providing home-based hemodialysis services, including training and home visits.
3. Conducting diagnostic testing related to dialysis treatments.
4. Ensuring all treatments are authorized by VA Medical Center staff.
5. Implementing a Clinical Quality Monitoring Plan (CQMP) to maintain high standards of care.
6. Managing referrals and scheduling for dialysis services.
7. Handling billing processes, including claims processing and appeals.
8. Maintaining compliance with anti-fraud controls to prevent waste and abuse in service delivery.

Period of Performance
The contract period begins on January 1, 2026, and ends on December 31, 2030, with options for extensions through June 30, 2031.

Place of Performance
Services will be provided nationwide across various states as defined under 38 U.S.C. § 101(20), ensuring accessibility for all enrolled Veterans.
