National Defense Readiness System Modernization (NDRSM)

Background
The Selective Service System (SSS) is an independent federal agency with a mission to register men and maintain a system that, when authorized by the President and Congress, rapidly provides personnel in a fair and just manner while managing an alternative-service program for conscientious objectors.

This Special Notice aims to inform capable vendors of an upcoming Industry Day and summarize the requirements for the National Defense Readiness System Modernization (NDRSM) project.

Work Details
The contract involves the modernization of the National Defense Readiness System, which includes several key tasks:
- The solution must be scalable to support changes in mission scope and personnel volume.
- It should be highly available and resilient, with defined service level objectives.
- Support configuration without custom code where feasible.
- Provide comprehensive system documentation and user training.
- Facilitate data migration from legacy systems.
- Ensure all AI-enabled capabilities adhere to federal AI risk management and governance principles, including documented AI use cases, human-in-the-loop oversight for AI-generated outputs, model transparency, bias identification processes, model performance monitoring, and logging of AI interactions.
- The system must also provide capabilities for tracking ad hoc tasking, creating ad hoc reports without vendor intervention, configurable dashboards for reporting, budget tracking, workload assessment tools, and alignment with NIST AI Risk Management Framework.
