Description

FEMA NATIONAL CROSS DOCK AND INCIDENT SUPPORT SERVICES:

A critical task of FEMA Logistics Management Directorate (LMD) is to ensure delivery of the right resources, at the right place, and at the right time to support state, local, tribal governments, and territories. LMD delivers these necessary resources to include commodities and manufactured housing units to provide support during disaster operations. Previous disasters have demonstrated challenges with trailer operations that have resulted in high detention cost and trailer accountability, which impacted returning trailers back to carriers and closure of key FEMA logistic locations. To reduce any reoccurrence in future disaster operations, a FEMA transportation working group within the LMD found that cross docking operations would significantly reduce trailer detention costs during disaster activation and would create mechanisms to better control and track leased resources. Instead of shipping directly to the Incident Staging Base (ISB)/ Federal Staging Area (FSA), non-DHS trailers will be cross docked to a fleet of trailers equipped with GPS-enabled In Transit Visibility (ITV) and managed by a single contractor with an issued task order. The LMD will be the primary provider of the cross-docking operation and/or will supplement regional cross docking operational capabilities when needed.

Background
The Federal Emergency Management Agency (FEMA) Logistics Management Directorate (LMD) is responsible for ensuring the timely delivery of essential resources to support state, local, tribal governments, and territories during disaster operations. This contract aims to enhance FEMA's logistics capabilities by implementing cross-docking operations to reduce trailer detention costs and improve accountability of resources.

The initiative is a response to challenges faced in previous disaster responses, where high detention costs and logistical inefficiencies were observed.

Work Details
The contractor will manage cross-docking operations for FEMA, which includes:
1. Establishing a cross-dock site within 50 miles of the Incident Staging Base (ISB)/Federal Staging Area (FSA).
2. Responding to task order Requests for Proposals (RFPs) within 6-24 hours, detailing the location, activation timeline, rates, operational processes, and trailer management.
3. Initializing operations within 12 hours of task order award to operate at 25% capacity and reaching full operational capacity within 72 hours.
4. Providing Empty Trailer Yards (ETY) with secure access for trailer storage and management, including on-site security, inventory control, and maintenance services.
5. Managing Contractor Incident Support Bases (ISB) with capabilities for staging and dispatching resources while ensuring compliance with FEMA's logistics systems.

Place of Performance
The contract work will primarily take place within a 50-mile radius of designated FEMA ISB/FSA locations.
