Purpose

This is a pre-solicitation Screening Information Request (SIR) notice for the FAA's VoICE over IP Communication Enterprise (VoICE) Ground-to-Ground Protocol Converter (GPC) System. This notice advises industry of the FAAs intent to issue a competitive, unrestricted SIR in accordance with AMS Procurement Guidance T3.2.2.3, Complex Source Selection.

This notice serves the following purposes:

  1. Solicits industry comments on the GPC pre-solicitation draft SIR 693KA8-24-PSIR-GPC-01, Sections B K (Sections L & M will be posted at a later date);
  2. Solicits industry feedback regarding potential improprieties in the SIR that are apparent prior to issuance of the final SIR; and
  3. Announces FAA's Intent to Conduct a GPC Pre-Solicitation Industry Day and One-on-Ones.

Instructions for Submittal

Industry feedback will be considered in the preparation of formal solicitations. Draft SIR Comments and FAA responses will be posted on the SAM website. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified below.

The email subject line must state the SAM.gov Notice ID followed by the company name. Responses must be submitted only in electronic format. Responses must be submitted using the attached Industry Comment Form (Excel file). Telephone calls or paper submissions will not be accepted. Any proprietary or confidential information contained in the submissions must be appropriately marked.

All submissions in response to this notice must be received no later than October 15, 2024, by 3:00 PM EDT. Submissions prior to October 15, 2024, will be accepted.

In accordance with Acquisition Management System (AMS) Policy 3.2.1.3.8, this pre-release of the draft SIR, is an important part of communication with industry and both beneficial to industry, as well as the FAA, providing opportunity for the FAA to gauge interested sources and for industry to provide feedback.

Responses will be reviewed by U.S. Government employees and a limited number of FAA support contractors working under non-disclosure agreements.

All costs associated with the preparation or submission of responses is the responsibility of the potential source. The U.S. Government will not pay for an information received or costs incurred in preparing the response to the market survey. Any cost associated with the market survey submission, therefore, is solely at the interested contractor's expense.

Background
The Federal Aviation Administration (FAA) is issuing a pre-solicitation Screening Information Request (SIR) for the VoICE over IP Communication Enterprise (VoICE) Ground-to-Ground Protocol Converter (GPC) System.

The purpose of this notice is to inform industry of the FAA's intent to issue a competitive, unrestricted SIR and to solicit feedback on the draft SIR 693KA8-24-PSIR-GPC-01. The FAA aims to replace aging voice switches with a modern VoIP-enabled communication system that will enhance operational efficiency across various air traffic control facilities.

Work Details
The GPC System will convert analog voice/signaling to ED-137C compliant Voice over Internet Protocol (VoIP) and vice versa, facilitating communication between VoIP Voice Communications Systems (VCSs) and existing FAA analog interfaces.

The scope of work includes:
1. Design, development, test, and deployment of the GPC System.
2. Program management, systems engineering, test and evaluation, delivery, installation, integrated logistics support (including training), and operational support.
3. Compliance with applicable FAA documents and specifications as outlined in the Statement of Work (SOW).

Place of Performance
The work will be performed at various FAA facilities including Airport Traffic Control Towers (ATCTs), Terminal Radar Approach Control Facilities (TRACONs), Center Radar Approach Control Facility (CERAPs), and Air Route Traffic Control Centers (ARTCCs).
