Description

THIS IS A PRESOLICITATION NOTICE ONLY; THIS IS NOT A SOLICITATION.

This pre-solicitation notice is for a single award construction contract. The anticipated work to be performed under this contract is listed in the attached Statement of Work. This pre-solicitation notice is for repair to the building 2 exterior envelope (fa ade). This building is located at the U.S. Army Natick Soldier Systems Center (NSSC) 10 General Greene Ave, Natick, MA 01760.

The Army Contracting Command[1]Aberdeen Proving Ground, Natick Division, located in Natick Massachusetts, intends to award a Fim Fixed Priced construction contract to the offeror whose proposal best meets the requirements of the upcoming solicitation. The number of that solicitation will be W911QY-25-R-A020.

This procurement is being synopsized as a 100% Small Business Set aside. To be eligible for award, the prospective offeror must have a current and active registration in the System for Award Management (SAM) website, https://www.sam.gov and not show any Active Exclusions or have any Debt Subject to Offset. Background
The U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Division, is issuing a presolicitation notice for a single award construction contract aimed at repairing the exterior envelope (façade) of Building 2 located at the Natick Soldier Systems Center (NSSC) in Natick, MA.

The goal of this contract is to enhance the building's structural integrity and aesthetic appeal while ensuring compliance with safety and design standards.

Work Details
The scope of work includes:
1. Removal of the existing exterior EIFS system and replacement with a new exterior metal wall paneling system.
2. Replacement of all existing doors with new storefront, loading doors, and man doors.
3. Demolition of existing concrete stairs and ramps, followed by replacement with new structures including railings.
4. Replacement of all windows with Anti-Terrorism compliant glazing and frames.
5. Removal of the existing EPDM roof down to the deck and installation of a new roofing system.
6. Removal of the existing exterior roof ladder and installation of a new access-controlled metal stair to the roof.
7. Cleaning and refinishing climatic chambers along with replacing fencing and gates.
8. Asbestos, PCB, and lead paint abatement as per provided reports.
9. Installation of new steel-encased concrete bollards at loading door entrances.
10. Removal of an existing steel frame on the roof supporting mechanical equipment, followed by evaluation for load capacity.

Period of Performance
The anticipated period of performance for this contract is 270 days following receipt of notice to proceed.
