Description

The National Aeronautics and Space Administration's (NASA or Agency) founding legislation, the National Aeronautics and Space Act of 1958, 51 U.S. Code (U.S.C.) 20101 et. seq. directs the agency to expand human knowledge of Earth and space phenomena and to preserve the role of the United States as a leader in aeronautics, space science, and technology. In carrying out this directive, the NASA Office of Science, Technology, Engineering and Mathematics (STEM) Engagement's (OSTEM) development of a high-quality STEM enterprise and its strategic deployment is essential to lead the Agency's STEM investments. The vision, mission, and strategic goals for STEM engagement drive a systematic approach to move students across a continuum of learning to inspire, engage, educate, and eventually, for these students to be employed in STEM fields.

NASA contributes to national efforts for achieving excellence in STEM engagement through a comprehensive education portfolio comprised of a broad and diverse set of programs, projects, activities, and products implemented by the OSTEM, the NASA Mission Directorates, and the NASA Centers and NASA facilities located across the country. The scope of NASA's STEM enterprise encompasses all endeavors Agency-wide to attract, engage, and educate students and to support educators, educational institutions, and professional and student organizations.

The NASA Strategy for STEM Engagement 2020-2023 serves as the roadmap for the Agency's work devoted to STEM engagement. This strategy defines objectives and strategies to drive requirements and alignment of all STEM engagement efforts, including programs, projects, activities, and products. This strategy aligns with the Federal Strategy for STEM Education and Engagement Charting a Course for Success: America's Strategy for STEM Education and contributes to a STEM education ecosystem that consists of multi-sector partners united by a collective vision to support participation in STEM through the creation of accessible and inclusive STEM learning opportunities spanning all education stages and career pathways.

Background
The contract is issued by the National Aeronautics and Space Administration (NASA) Office of Science, Technology, Engineering and Mathematics (STEM) Engagement (OSTEM).
Pursuant to the National Aeronautics and Space Act of 1958, NASA OSTEM develops and implements a high-quality STEM enterprise to expand human knowledge of Earth and space phenomena, maintain U.S. leadership in aeronautics and space science, and build a diverse next-generation STEM workforce.
The work aligns with the NASA Strategy for STEM Engagement 2020-2023 and the Federal Strategy for STEM Education and Engagement, supporting a broad portfolio of programs, projects, activities, and products across NASA Mission Directorates, Centers, and facilities to attract, engage, and educate students and support educators nationwide.

Work Details
Scope of Work:
1. Administer semester and year-round internship and fellowship programs emphasizing recruitment of underrepresented and underserved students, educators, and faculty;
2. Design and administer authentic NASA STEM learning experiences and professional development for students, educators, and faculty;
3. Provide resources, expertise, and tools to plan and implement NASA K-12 and collegiate competitions and challenges aligned with NASA technical disciplines;
4. Design, implement, or support formal and informal K-12 and college STEM experiences (after-school, summer programs, museums, science centers, youth organizations);
5. Develop and implement strategies, methodologies, and technologies to promote use of NASA content by pre-service, in-service, informal educators, and higher education faculty;
6. Support institutional capacity building and partnerships with higher education institutions through research and technology development investments;
7. Create, design, develop, and publish STEM content and products aligned with NASA missions, national learning standards, and research-based pedagogy;
8. Provide award and grant management support and coordination for NASA Shared Services Center requirements;
9. Develop and implement recruitment, outreach, and communication strategies to engage a diverse applicant pool for OSTEM activities;
10. Execute data collection, performance monitoring, evaluation, and reporting services using government systems.

IDIQ Task Orders include specialized support in workforce and career learning experiences, K-16 educator professional development, institutional research support, performance assessment and evaluation, quality management and control, IT security management, and continuity of operations planning.

Period of Performance
The contract becomes effective upon award, includes a ten-day administrative phase-in and a forty-five-day phase-in period for service transition, and remains open for issuance of task orders throughout the IDIQ ordering period as specified in the Schedule.
Phase-out and closeout activities are conducted according to the Phase-Out Plan.

Place of Performance
Services will be performed virtually, at NASA Centers, NASA facilities, and other Contractor-provided or Government-approved sites across the United States, as directed by individual task orders.

Offerors must propose key personnel meeting minimum qualifications (e.g., a Program Manager with education and experience per Attachment 04 Labor Categories), maintain the ability to obtain and manage required security clearances, fill vacancies within specified timelines, and demonstrate staffing plans, project management capabilities, and relevant STEM education experience aligned with OSTEM objectives.
