NASA Sounding Rocket Operations Contract (NSROC) IV - FINAL Request for Proposal   4

Background
The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) / Wallops Flight Facility (WFF) NASA Sounding Rocket Operations Contract (NSROC) IV solicitation aims to operate and maintain government-owned facilities located at NASA’s Wallops Flight Facility, Wallops Island, Virginia (WFF) and at White Sands Missile Range, White Sands, New Mexico (WSMR). The contract will involve conducting sounding rocket operations from multiple launch sites, including remote launch campaigns. The contract will result in a Cost-Plus-Award Fee (CPAF) contract with core requirements and IDIQ requirements with the ability to issue CPAF task orders. The IDIQ portion of the contract will have an effective ordering period of five (5) years from the contract effective date, and the core portion of the contract will have a 12-month Base Period and four (4) 12-month options.

Work Details
The contractor is required to provide all resources necessary to deliver and/or perform various items and services in accordance with the Statement of Work (SOW) - Attachment A, and Task Orders issued hereunder. The tasks include delivering services and deliverables in accordance with Attachment A, SOW – Core Services; task plans as defined in Attachment A, SOW – Core Services; NASA Task Order Management System (TOMS); reports of work; material inspection and receiving reports; foreign travel requests and reports; requests for government property; financial report of NASA property in the custody of contractors; supplemental financial report of NASA property in the custody of contractors; physical inventory of capital personal property reporting; government real property maintenance plan; contractor-acquired government property reporting; reporting of inventions; personnel authorized to use motor pool vehicles; small business subcontracting plan reporting; safety & health reporting; NASA vehicle reports; personal identity verification documentation and reporting; equal opportunity reports; IT security management plan; service contract reporting; subcontract notification; certificate of insurance; federal automotive statistical tool.

Period of Performance
The period of performance for the CORE Requirements is 12 months from the effective date of the contract.
The effective ordering period for the IDIQ portion is five (5) years from the contract effective date.
