Description

The NASA SBIR/STTR Program is moving to a Broad Agency Announcement (BAA) (See more in FAR 35.016 https://www.acquisition.gov/far/35.016) to procure research and development activities from small businesses. This Broad Agency Announcement (BAA) sets the requirements for you, the offeror, to submit a proposal to NASA for Small Business Innovation Research (SBIR) (including SBIR Ignite) and Small Business Technology Transfer (STTR) Program Phase I and Phase II projects. NASA will solicit proposals for specific funding opportunities by releasing appendices to this BAA throughout the effective period of this BAA.

This document contains the objectives, funding information, proposal preparation instructions, and eligibility criteria. Each released appendix will contain instructions to submit a proposal package and the solicited research and technology subtopics for the specific funding opportunity. Requirements specific to each opportunity will be included in the appendices. In any instance where specific requirements in appendices conflict with requirements in the BAA, the specific requirements in the appendices take precedence for that opportunity. As of the release of this BAA, NASA does not have an exact number of planned appendices, but the program anticipates releasing 2 to 3 appendices each fiscal year. More information about the release schedule can be found on our website: https://www.nasa.gov/sbir_sttr/

Background
The NASA SBIR/STTR Program is transitioning to a Broad Agency Announcement (BAA) to procure research and development activities from small businesses. This BAA outlines the requirements for offerors to submit proposals for Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Program Phase I and Phase II projects.

The program aims to support small businesses in creating innovative technologies that benefit society, NASA programs, other government agencies, and commercial markets. It provides equity-free funding for early-stage research and development, focusing on stimulating technological innovation, meeting federal R&D needs, fostering participation by undercapitalized small businesses, and increasing private sector commercialization of innovations derived from federal R&D.

Work Details
The BAA includes objectives, funding information, proposal preparation instructions, and eligibility criteria. Proposals will be solicited through appendices released throughout the effective period of the BAA. Each appendix will contain specific instructions for submitting proposal packages and outline the relevant research and technology subtopics for funding opportunities.

Key tasks include:
1) Preparing a detailed technical proposal that includes identification of innovation, technical objectives, work plan, related R&D, key personnel, commercialization plan, facilities and equipment, subcontractors/consultants;
2) Addressing security risks associated with foreign affiliations;
3) Following guidelines for travel during Phase I contracts;
4) Submitting a milestone plan for Phase II proposals;
5) Ensuring compliance with registration requirements;
6) Understanding changes in maximum award values and TABA fund inclusion in total award limits.

Period of Performance
The contract will be performed over the fiscal years 2026-2027 with specific timelines outlined in each appendix released under the BAA.

Place of Performance
Performance locations are not explicitly stated but are expected to be within the United States as per standard federal contracting practices.
