Base - September 30, 2024

NASA/Johnson Space Center is issuing a Final Request for Proposal (RFP) for the NASA Open Innovation Services 3 (NOIS3) solicitation, 80JSC024R0004. You are notified of the following:

1. Proposals are due no later than November 1, 2024, at 1:00 p.m. Central Time (CT).

2. Questions regarding this solicitation are due to the Contracting Officer no later than October 17, 2024, at 1:00 p.m. CT. Questions shall be submitted using the Template for Submission of Comments in the Attachments section below.

3. The RFP and attachments have been posted in the "Attachments" section below. This RFP and associated documents supersede the Draft RFP in its entirety. Any additional documents will be available on www.sam.gov.

4. The Pre-Proposal Conference (Virtual) for this solicitation is anticipated to be held via Microsoft Teams on Wednesday, October 9, 2024, from 2:30 p.m. to 3:30 p.m. CT. Attendance at the pre-proposal conference is recommended; however, attendance is neither required nor a prerequisite for proposal submission. No recordings of any kind are permitted.

Please RSVP for the Pre-Proposal Conference by Monday, October 7, 2023, 4:30 p.m. CT by sending an email to the following address: damian.p.gillette@nasa.gov.

Background
NASA/Johnson Space Center is issuing a Final Request for Proposal (RFP) for the NASA Open Innovation Services 3 (NOIS3) solicitation, 80JSC024R0004. The principal purpose of this requirement is to acquire crowdsourcing services and/or products to multiple NASA centers and other government agencies in support of NASA’s Center of Excellence for Collaborative Innovation (CoECI).

This acquisition will be conducted as a full and open competition, with the goal of expanding the capabilities and expertise provided to NASA and other federal agencies in the successful use of crowdsourcing.

Work Details
The scope of the NOIS3 contract includes soliciting crowdsourced solutions via task orders with multiple awardees using their commercial approaches. Contractors shall utilize methodologies such as:
1. Crowd-Based Challenges and Competitions: Focused problem-statement approach to obtain solutions.
2. Crowd-Based Freelance Projects: Selecting and managing individuals or teams to deliver solutions.
3. Crowd-Based Micro-Task Projects: Splitting large jobs into small tasks distributed over the internet.
4. Other Crowd-Based Methods: Any additional methods that provide solutions or stimulate innovation.

End products and services may include:
- Technical Solutions: Ideas, concepts, designs, technologies, prototypes, or hardware addressing specified requirements.
- Data Science: Machine learning algorithms, mathematical models, data sets.
- Software Development: Designs, architectures, code, testing reports.
- Engineering Design: CAD files for physical systems.
- Technology Search or Landscape Analysis: Reports on specific topics or technologies.
- Multimedia: Graphic art, animations, videos.
- Expert Services: Technical briefings or reports.
- Crowd Program Formulation: Plans for leveraging crowdsourcing in organizational programs.
- Public Engagement Campaigns: Campaigns promoting STEM education and public interest.

Period of Performance
The contract will have a total potential period of performance of 10 years, which includes a 2-year Base Period from June 1, 2025 through May 31, 2027; a 3-year Option Period 1; and a 5-year Option Period 2.

Place of Performance
The contract will primarily be performed offsite using the Contractor’s facilities unless otherwise stated in a task order.
