NASA Open Innovation Services 2 (NOIS2) Special Notice for On-Ramping   22

NASA JSC plans to re-open the NASA Open Innovation Services 2 (NOIS2) Request for Proposal (RFP) via On-Ramping under a new solicitation number. The original solicitation number was 80JSC020R0030. This On-Ramping RFP will be issued as a combination synopsis/solicitation for the following Commercial item/services: the Federal Government continues to seek new and improved ways of solving problems and driving innovation through the use of existing and/or emerging open innovation tools. The principal purpose of the solicitation will be to acquire crowdsourcing and related services for NASA and other government agencies. The contractor shall provide crowd-based solutions using commercial approaches to provide crowdsourcing methodologies including, but not limited to, challenges, prize competitions, and open innovation expertise. Please see the Statement of Work attachment for more details.

This solicitation (if issued) will be issued per the On-Ramping clause found in the NOIS2 contracts. The NOIS2 On-Ramping clause allows the original solicitation to remain open during the life of the contract and at any time NASA may award contracts to additional vendors for IDIQ requirements. As deemed necessary during the life of the contract, the On-Ramping clause allows NASA to request proposals via solicitation notice and will occur after the requirement has been synopsized. If NASA issues a solicitation notice, new offerors will be allowed to submit proposals within the notice's stated response time.

The NAICS Code and Size Standard are 541990 and $16.5M, respectively.

The anticipated release date of the NOIS2 On-Ramping RFP is on or about 11/08/2021 with an anticipated proposal due date of on or about 12/08/2021.

All responsible sources may submit a proposal which shall be considered by the agency when the solicitation is posted.
