NASA/MSFC Space Launch System (SLS) Booster Production and Operations Contract (BPOC)

This notice serves as the synopsis of letter contract award for the Space Launch System (SLS) Booster Production and Operations Contract (BPOC), Contract Number 80MSFC20D0008, in accordance with Federal Acquisition Regulation (FAR) 5.301, Synopses of Contract Awards, paragraph (a). This award is associated with pre-solicitation number 80MSFC19R0032.

The Government has awarded the BPOC letter contract to Northrop Grumman, ATK Launch Systems Inc. (LSI), for the procurement of FS-4 long lead materials in support of SLS BPOC. BPOC is for booster production and operations of FS-4 through 9, including the design, development, test, and evaluation (DDT&E) of Booster Obsolescence Life Extension (BOLE) for FS-9. This letter contract has a not-to-exceed amount of $49.5M. The Government also intends to definitize the remaining BPOC effort.

In accordance with FAR 5.301, Synopses of Contract Awards paragraph (d), this notice also serves to post the Justification for Other than Full and Open Competition (JOFOC for BPOC, which has been updated in accordance with NASA FAR Supplement (NFS 1806.304, Approval of Justifications.

This is a non-competitive action implemented under a Justification for Other than Full and Open Competition (JOFOC) citing 10 U.S.C. 2304 (c)(1) "only one responsible source and no other property or services will satisty the needs of the agency."
