NASA/Kennedy Space Center Operational and Institutional Support (KOIS)   4

The National Aeronautics and Space Administration (NASA), Kennedy Space Center (KSC), is pleased to release to release the RFP for the KOIS acquisition.

The Contractor shall provide all resources necessary to provide support services in areas described in the solicitation utilizing the labor categories listed in Section 4, Attachment 4-02, Standard Labor Categories (SLC) Position Descriptions, along with Attachment 4-01, Performance Work Statement (PWS). The contractor shall provide these services throughout Kennedy Space Center (KSC) and other locations authorized by the contracting officer (CO). The work shall be authorized on fixed price level of effort (LOE) task orders, each with specific statements of work.

1. Institutional training support, including:
   • Occupational Safety and Health Administration (OSHA)
   • Environmental Protection Agency (EPA)
   • U.S. Department of Transportation (USDOT) mandated training
   • Other operational safety training pertaining to KSC
   • Employee and organizational development training support
2. Logistics support
3. Internal controls support (Property)
4. Export controls support
5. American Sign Language (ASL) interpretation support

If prospective offerors have questions regarding the RFP, the questions should be submitted to the Contracting Officer No Latter Than (NLT) 12:00 p.m. Eastern Standard Time (EST) April 10, 2023, to allow for analysis and dissemination of responses in advance of the proposal due date. All questions and the Government response, as well as any amendments to the RFP will be posted to www.SAM.gov website under solicitation number 80KSC023R0001.

Offerors shall follow the instructions in RFP, Section 5.6 Addenda to FAR 52.212-1 Paragraph (b)(12) Submission of Offers. Proposals are due no later than NLT 4:00 p.m. Eastern Standard Time (EST) on May 1, 2023. Proposals that arrive after the prescribed time for receipt of proposals will be considered late and treated in accordance with FAR 52.212-1(f) Instructions to Offerors Commercial Products and Commercial Services.
