Update Regarding Final RFP Posting:

The final Request for Proposal was planned to be posted on August 2, 2022 though has been held up in an internal NASA review. NASA plans on posting the final RFP as soon as the reviews are finalized.

Information:

Newly posted are the two documents from the Virtual Industry Day held on Tuesday, July 19, 2022 for 80GRC022R0012, "NASA High-Speed Endoatmospheric Commercial Vehicle Conceptual Design Study and Technology Roadmaps Development." NASA encourages all potential offerors to review the documents closely as there have been updates.

The two (2) documents that are now attached to this presolicitation are:

1. The Industry Day Presentation Slides, including the Questions and Answers

2. The Attendee List from Industry Day

Original Presolicitation Notice:

NASA Glenn Research Center (GRC) plans to issue a Request for Proposal (RFP) for the NASA High-Speed Endoatmospheric Commercial Vehicle Conceptual Design Study and Technology Roadmaps Development project.

NASA's Hypersonic Technology Project (HTP) and Commercial Supersonic Technology (CST) project, under the Advanced Air Vehicles Program (AAVP), are jointly tasked with developing a strategy to enable an environmentally responsible/sustainable civilian high-speed market. NASA is seeking to stimulate innovation and foster the pursuit of conceptual designs for high-speed ( high-speed' defined as Mach 2 through Mach 5) commercial transports that could enter service in the next decade (i.e., 2030-2040) or beyond, market permitting. These commercial transports must be able to overcome significant performance and environmental challenges for the benefit of the public. These conceptual vehicle design studies will identify key technology development needs and opportunities that will enable such vehicles. Proposals are sought to address concepts that may fall within the Mach 2 5 range, with the specific speed, passenger count, range, and allowable technology readiness level (TRL) to be negotiated after contract award.

The scope of this work is to provide HTP and CST with design and technology roadmap information needed for the development of strategies to enable environmentally sustainable, civilian high-speed travel in support of ARMD's 2019 Strategic Implementation Plan Thrust 2. Unlimited rights deliverables expected at the conclusion of this effort include:

  • commercial conceptual vehicle designs to serve as government reference vehicles for any public purpose determined by NASA, and
  • technology roadmap(s) to address environmental, economic, and societal barriers to sustainability, and to identify threshold and goal values for metrics of interest.

Please note: all above technical criteria is subject to change in the final RFP.

The Government does not intend to acquire a commercial item using FAR Part 12.

At this time, this acquisition is not set-aside to small businesses. In an effort to encourage teaming and collaboration, NASA will not determine whether this is a small business set-aside until after a draft RFP and virtual industry day are completed. The status of whether this acquisition is a small business set-aside will be posted in the final RFP following the draft RFP and virtual industry day.

The NAICS Code and Size Standard are 541715 and 1,500 employees, respectively.

The anticipated release date of the Draft RFP is June 28, 2022. The approximate date(s) of the Virtual Industry day is the week of July 18, 2022. And finally, the anticipated release date of the RFP is about August 2, 2022 with an anticipated offer due date of on or about September 12, 2022. All of these dates are tentative and subject to change.

All responsible sources may submit an offer which shall be considered by the agency.
