NASA's Goddard Space Flight Center (GSFC) is soliciting comments on the attached Statement of Work (SOW) and the requirements established regarding Electrical Systems Engineering Services (ESES) for the ESES 4 procurement. This is in connection with a planned upcoming competitive acquisition, which is a follow-on contract to the existing GSFC ESES III contract. The principal purpose of ESES 4 is to provide Electrical Systems Engineering support services and related work to the Engineering and Technology Directorate (ETD) divisions, and related organizations, as required, for the study, design, development, fabrication, integration, testing, verification, and operations of space flight, airborne, and ground system hardware, including development and validation of new technologies to enable future space and science missions.
The Engineering and Technology Directorate (ETD) plans, organizes, and conducts a broad range of technical research and development activities in support of science applications. The ETD is responsible for providing engineering expertise and support in the design, development, fabrication, integration, test, and verification of components, subsystems, systems, science instruments, and complete spacecraft for multiple projects. The specific components, subsystems, systems, and science instruments are ultimately integrated into the spacecraft to form a science observatory. It is these observatories that are launched to fulfill the mission of the GSFC. The ETD is comprised of five engineering divisions: the Mechanical Systems Division (MSD), the Software Engineering Division (SED), the Instrument Systems and Technology Division (ISTD), the Electrical Engineering Division (EED), and the Mission Engineering and Systems Analysis Division (MESA).
The present requirements are specified in Attachment 1 Statement of Work
This pre-solicitation notice is being issued by NASA/GSFC to post a Statement of Work via the Government Point of Entry located at www.beta.Sam.gov., and to solicit input, comments, and recommendations from interested parties.
The objective of this RFI is to seek capabilities from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this requirement, to allow industry the opportunity to verify reasonableness and feasibility of the requirement, and increase procurement efficiency by improving NASA/GSFC's knowledge of industry's capabilities.
Interested offerors having the required specialized capabilities to meet the requirement, as specified in the attached SOW, are requested to submit information in the form of a brief Capabilities and Qualifications Statement that includes:
1. Addressing the ability to perform Functions 1 through 9 of the attached Statement of Work
2. A Summary of relevant past experience
Capabilities Statements shall not exceed 15 pages.

This pre-solicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results. No solicitation exists, therefore do not request a copy of the solicitation. If a solicitation is released it will be synopsized in beta.SAM.gov. It is the potential offeror's responsibility to monitor this site for the release of any solicitation synopsis.

Background
NASA’s Goddard Space Flight Center (GSFC) is issuing a solicitation for Electrical Systems Engineering Services (ESES) IV as a follow-on contract to the existing ESES III contract. The primary goal of this procurement is to provide engineering support services to the Engineering and Technology Directorate (ETD) for the study, design, development, fabrication, integration, testing, verification, and operations of space flight, airborne, and ground system hardware. This includes the development and validation of new technologies for future space and science missions.
Work Details
The contractor will be responsible for providing multidisciplinary engineering services including:
1. Pre-formulation and formulation services involving candidate studies, preliminary analysis, and systems definition studies.
2. Implementation phase services including project management, electrical systems engineering, multidisciplinary analyses, detailed design services, fabrication, assembly and testing services, integration testing and verification services.
3. Research and technology services focusing on solid state devices, instrument systems technology, optoelectronics technology services among others.
4. Parts and materials program services including materials processes services, protective coating and encapsulation services.
5. Documentation services covering all levels of service within the scope of work.
6. Maintenance services including preventive maintenance and emergency repair services.
7. Sustaining engineering services for hardware/software modifications.
8. Education services aimed at developing engineering/scientific educational courses.
9. Standards and process support for engineering standards work.
Place of Performance
The work will primarily take place at NASA's Goddard Space Flight Center located in Greenbelt, Maryland.
