Also, all sections of the RFP shall be filled out in their entirety, and returned with
the proposal package.

Your attention is directed to Sections L - "INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS" and Section M - "EVALUATION FACTORS FOR AWARD" which describes the process for contractor selection.

Please note that this contract has historically been under a Collective Bargaining Agreement (CBA). A new CBA is currently under negotiations and when NASA GRC receives a new CBA the RFP will be amended.

In order to ensure that all questions submitted by potential offerors are answered prior to the solicitation closing date, the deadline for submission of written questions is May 14, 2019 at 4:30 pm EST. The Government reserves the right not to respond to any questions received concerning this solicitation after the questions receipt date above. Accordingly, offerors are encouraged to carefully review all solicitation requirements and submit questions to the Government as early as possible. Please note proposals must be received by on or before May 31, 2019 at 4:30 pm EST. Proposals shall be signed by an official authorized to bind your company to a Government Contract.
