Description

Purpose: This Special Notice is provided to further enhance industry understanding of the National Aeronautics and Space Administration (NASA) Financial Support Services (NFSS) acquisition strategy. NFSS, which is the responsibility of the NASA, George C. Marshall Space Flight Center (MSFC), will provide financial support services to the following NASA centers: MSFC, Huntsville, AL; Ames Research Center (ARC), Mountain View, CA; Armstrong Flight Research Center (AFRC), Edwards, CA; Glenn Research Center (GRC), Cleveland, OH; Johnson Space Center (JSC), Houston, TX; Kennedy Space Center (KSC), Kennedy Space Center, FL; and Stennis Space Center (SSC), Bay St. Louis, MS. As noted in the previously released NFSS Sources Sought notice / Request for Information (RFI), all NASA centers will have the flexibility of using the NFSS contract to obtain these services.

This Special Notice is issued solely for information and industry planning purposes. It does not constitute a Request for Proposal (RFP), commit the Government to issue a future RFP, or obligate the Government to contract for the specified services. Further, NASA/MSFC is not seeking proposals at this time and will not accept unsolicited proposals.

It is the responsibility of the interested parties to monitor the Contract Opportunities website at: https://beta.sam.gov/ for additional information pertaining to this future acquisition.

1.0 Description

This is a Special Notice to the previously released NFSS Sources Sought notice, available under inactive Notice ID MSFCCFSSRFI02112020.

2.0 Acquisition Information

The forthcoming NFSS effort is anticipated to have the following characteristics:

  1. Small business set aside under North American Industry Classification System (NAICS) code 541219 - Other Accounting Services (size standard $22M).
  2. Commercial services acquisition conducted under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 15, Contracting by Negotiation, and NASA FAR Supplement (NFS) 1815, Contracting by Negotiation.
  3. Single-award, indefinite-delivery, indefinite-quantity (IDIQ) contract, supporting the following task order types: firm-fixed price (FFP) with performance-based deductions (FFP/DED), time and materials (T&M), and cost reimbursement (CR).
  4. Eight-year period of performance, to include a 2-year base period and three 2-year option periods.
  5. 30-day phase-in period to be conducted under a separate FFP purchase order vehicle.
  6. Utilization of a Government-provided Task Order Management System.
  7. On-site location of contractor personnel at each NASA center, subject to availability of facility space.
  8. Offerors will be required to have an adequate accounting system for use in administering T&M and/or CR task orders.
  9. Offerors will be expected to address organizational conflict of interest (OCI) concerns, in accordance with FAR Subpart 9.5 and NFS Subpart 1809.5.

3.0 Closing Information

Questions are not being accepted in response to this Special Notice. Industry will be afforded an opportunity to submit written questions or comments in relation to this acquisition at a later date, following the release of a draft solicitation.
