Background
The NASA Environmental Restoration and Compliance Contract (NERCC) is being consolidated to provide agencywide environmental restoration and compliance services. The contract aims to offer a highly flexible contracting vehicle for participating Centers, with an estimated value of $375M over a five-year ordering period. The consolidation is part of the Mission Support Future Architecture Program (MAP) to transform mission support functional areas into an enterprise architecture, aiming for fewer, more centralized, and easier to manage contracts.

Work Details
The contract includes environmental restoration and compliance services such as technical consultation, identifying, sampling, remediating, or providing long-term management of affected environmental media; preparing plans, designs, and reports; conducting studies; preparing permit applications; and more.
The consolidation memo supports the centralization of Environmental Restoration and Environmental Compliance. The contract will not impact small businesses significantly as NASA intends to award between 4 and 6 IDIQ contracts with 50% of the awards intended for small businesses. Market research determined that no small businesses could provide all the environmental services required for each center.

Period of Performance
The period of performance for the contract is from February 1, 2024, to January 31, 2029, with a note that the date might shift depending on when reviews are completed.

Place of Performance
The geographic locations where the contract will be performed include various NASA centers such as Ames Research Center, Armstrong Flight Research Center, Glenn Research Center, Goddard Space Flight Center, Johnson Space Center, Kennedy Space Center, Langley Research Center, Marshall Space Flight Center, and Stennis Space Center.
