NASA Environmental and Medical Contract (NEMCON) IDIQ Ceiling Increase

Background
The NASA Environmental and Medical Contract (NEMCON) is a contract vehicle established to provide environmental and medical services to NASA. The contract aims to support various NASA Centers and locations, including Kennedy Space Center (KSC), Cape Canaveral Space Force Station (CCSFS), and others. The goal of the contract is to ensure operational continuity and compliance with regulatory requirements, particularly in occupational health services.

The contract has evolved to become a mandatory use vehicle for addressing these needs across the agency, reflecting its importance in supporting NASA's mission.

Work Details
The NEMCON contract encompasses both centralized and decentralized task orders that provide support for environmental health services, medical services, occupational health, and program management.

Centralized task orders currently serve KSC, CCSFS, United States Space Force operations at CCSFS, and Patrick Space Force Base. Decentralized task orders extend support to NASA Headquarters and various other NASA Centers. The contract also includes provisions for reimbursable agreements with commercial partners.

The current task order ceiling was established based on historical data from the previous Kennedy Environmental and Medical Contract (KEMCON) but did not account for future workload increases or new requirements from certain NASA Centers. A significant increase in projected utilization of NEMCON task orders is anticipated due to the introduction of section A-102.28 for Occupational Health Services, which has led to an urgent need for raising the IDIQ ceiling to accommodate these additional requirements without compromising service delivery.

Place of Performance
The work will be performed at multiple locations including Kennedy Space Center (KSC), Cape Canaveral Space Force Station (CCSFS), Patrick Space Force Base (PSFB), NASA Headquarters, and various other NASA Centers.
