The National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center (KSC) is pleased to issue Request for Proposal (RFP) 80KSC025R0005 for the NASA Agency-wide Supply of Liquid Hydrogen acquisition. Previous notices regarding this acquisition are Sources Sought Notice NNK25ZOS002L and 80KSC025R0005 Presolicitation Synopsis for NASA Agency-wide Supply of Liquid Hydrogen.

Questions regarding this solicitation must be submitted electronically, and be directed to the Contracting Officer, Rose Dougherty, at KSC-LH2-Info@mail.nasa.gov. The Offeror shall submit all questions, if any, no later than June 11, 2025, at 4:30 p.m. Eastern Time. Questions shall be submitted on the 80KSC025R0005 Industry Question Form attached to this solicitation.

Proposals are due no later than July 3, 2025, at 4:30 p.m. Eastern Time.

This is a modification to the synopsis entitled 80KSC025R0005 NASA Agency-wide Supply of Liquid Hydrogen which was posted on May 15, 2025. You are notified that the following changes are made:

The anticipated release date of the RFP 80KSC025R0005 is on or about June 2, 2025, with anticipated proposal due date of on or about July 2, 2025.

All contractual and technical questions must be submitted electronically via email to KSC-LH2-Info@mail.nasa.gov, not later than June 10, 2025, 4:30PM EST. Telephone questions will not be accepted.

In accordance with the above changes the due date for responses is extended.

Offerors are responsible for monitoring this site for the release of the solicitation and any amendments. Potential offerors are responsible for downloading their own copy of the solicitation and amendments (if any).

THIS IS A PRESOLICITATION NOTICE ONLY

NASA/KSC plans to issue a Request for Proposal (RFP) for the following commercial products or commercial services: NASA Agency-wide Supply of Liquid Hydrogen. The purpose of this contract is to acquire approximately 36,952,000 pounds of liquid hydrogen for the following locations: Glenn Research Center/Armstrong Test Facility (GRC/ATF), Kennedy Space Center/Cape Canaveral Space Force Station (KSC/CCSFS), Marshall Space Flight Center (MSFC), and Stennis Space Center (SSC).

The anticipated contract type is a fixed-price requirements contract. The acquisition will be conducted under FAR Part 12, Acquisition of Commercial Items, in conjunction with the procedures of FAR Part 15, Contracting by Negotiation, and award will be made using the lowest price technically acceptable (LPTA) source selection process (as described in FAR 15.101-2).

The estimated period of performance is from December 1, 2025 to November 30, 2030, including all option periods, if any.

This acquisition will be conducted through full and open competition. The NAICS Code and Size Standard are 325120 Industrial Gas Manufacturing and 1,000 employees, respectively.

The anticipated release date of the RFP 80KSC025R0005 is on or about May 28, 2025, with an anticipated proposal due date of on or about June 30, 2025.

All responsible sources may submit a proposal which shall be considered by the agency.

Background
The National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center (KSC) is issuing Request for Proposal (RFP) 80KSC025R0005 for the NASA Agency-wide Supply of Liquid Hydrogen acquisition. The purpose of this contract is to acquire approximately 36,952,000 pounds of liquid hydrogen to support various NASA facilities including Glenn Research Center/Armstrong Test Facility, Kennedy Space Center/Cape Canaveral Space Force Station, Marshall Space Flight Center, and Stennis Space Center. This acquisition will be conducted under full and open competition and aims to fulfill the agency's mission in space exploration.

Work Details
The contractor will supply approximately 36,952,000 pounds of liquid hydrogen across multiple NASA locations. Specific requirements include:
- Delivery and acceptance typically Monday through Friday from 6:00 AM to 6:00 PM, with provisions for 24/7 delivery under unusual circumstances.
