This is a combined synopsis/solicitation for the acquisition of the NASA Agency-Wide Supply of Liquid Hydrogen prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Details regarding this solicitation are included in the attachments to this announcement.

This solicitation is issued as a Request for Proposal (RFP), number 80KSC019R0036, under Acquisition of Commercial Items (FAR Part 12) and Contracting by Negotiation (FAR Part 15), as appropriate for this acquisition. The RFP provides for the award of indefinite delivery (ID) requirements contracts with fixed price delivery orders with a 2 year base period and 1 one year option.

Attachment 002- Capability Form

In addition, a separate pricing sheet is also provided.

A list of Contract Line Item Numbers (CLINs) are provided in Attachment 001 which also includes hydrogen specifications per contract line item number (CLIN), routine and peak requirements, unit of issue, destination, and delivery hours and requirements.

All responsible sources may submit a proposal which shall be considered by the agency. Any award made from this RFP shall require the potential vendor to be certified within the System for Award Management (SAM) and complete the Reps and Certs in the SAM system prior to award at www.sam.gov.

The RFP incorporates provisions and clauses in effect through Federal Acquisition Circular 2019-06.

Delivery is FOB Destination.

This Procurement is full and open; no set-aside will be used.

The NAICS Code and Size Standard for this requirement are 325120 and 1000, respectively.

The following clauses and provisions with addenda as written in the RFP are applicable to this combined synopsis/solicitation: 52.212-1, Instructions to Offerors; 52.212-2, Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items.

The proposal due date is October 28, 2019 at 3:00PM eastern time (ET). Details regarding proposal submission are provided in the solicitation.
