NASA - Acquisition to Help Effectuate NASA Audit (ATHENA) - MRAS

On behalf of the National Aeronautics and Space Administration (NASA), the General Services Administration (GSA) is conducting market research to procure services for an independent audit of NASA's financial statements. This initiative, known as the Acquisition to Help Effectuate NASA Audit (ATHENA), aims to ensure transparency and accountability in NASA's financial operations. The audit will be conducted in collaboration with NASA's Office of Inspector General (OIG) for the fiscal year 2026, with possibilities for extension through fiscal years 2027, 2028, and 2029 if optional periods are exercised.

The primary objective of this acquisition is to engage a contractor who will meticulously plan and execute an audit that complies with Government Auditing Standards as issued by the Comptroller General of the United States and additional requirements set forth by the Office of Management and Budget (OMB). The contractor will be responsible for issuing opinions and reports based on these standards. Performance-based task orders will delineate specific areas within the audit scope that need attention. The audits must adhere to generally accepted government auditing standards, incorporating relevant laws, regulations, and accounting practices as specified in the GAO/CIGIE Financial Audit Manual.

NASA was established by Congress in 1958 under the National Aeronautics and Space Act with a mission focused on exploring air and space to benefit humanity through innovation and discovery. The agency is structured into five programmatic Mission Directorates, each dedicated to specific research domains such as Aeronautics Research aimed at enhancing aviation safety, capacity, and efficiency.
