Background
The U.S. Army Corps of Engineers (USACE), Philadelphia District, is initiating a program for intermittent biological, environmental, and chemical investigations related to marine and navigable waterways.

This contract aims to support the District's responsibilities under various environmental laws, including the National Environmental Policy Act, the Clean Water Act, and the Endangered Species Act. The goal is to conduct comprehensive studies that inform planning, operations, maintenance, and regulatory functions within a five-state area encompassing nearly 13,000 square miles.

Work Details
The contractor will provide a range of services including:
1. General tasks assigned via Task Orders requiring readiness to initiate work within five days.
2. Environmental Studies such as conducting Environmental Assessments and Impact Statements, Section 404 permit evaluations, biological assessments, and habitat evaluations.
3. Cultural Studies involving terrestrial and marine investigations for compliance with Section 106 of the National Historic Preservation Act.
4. Chemical Sampling and Analysis for environmental assessments related to water and sediment.
5. Preliminary Assessments covering project areas through literature reviews and site visits.
6. Mitigation/Ecosystem Restoration services including wetland design assistance and population studies.
7. Technical Reports documenting findings with maps, photographs, and data analysis suitable for publication.

Place of Performance
Services will be performed within the geographical area of responsibility of the Philadelphia District Corps of Engineers which includes Delaware, eastern Pennsylvania, western and southern New Jersey, northeastern Maryland at the Chesapeake and Delaware Canal, and parts of New York.

Services may be required on short notice, necessitating close contact between the Contractor and personnel in the District Office. Services may be required anywhere within the geographical area of responsibility of thePhiladelphia District Corps of Engineers. The Philadelphia District five-state area encompasses nearly 13,000 square miles of the Delaware River Basin, including most of Delaware, eastern Pennsylvania, western andsouthern New Jersey, a portion of northeastern Maryland at the Chesapeake and Delaware Canal, and several counties in the western Catskills area of New York at the headwaters of the Delaware River. In some cases, thecontractor may also be asked to perform tasks outlined in the SOW for other Corps Districts within the North Atlantic Division.
