Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Solicitation number 12639526Q0089 is issued as a Request for Quotation (RFQ) for diagnostic testing services from NAHLN approved laboratories. See Attachment 1 Performance Work Statement for a complete list of requirements.

This acquisition is not set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 541940 Veterinary Services. The small business size standard is $10 million. This acquisition is being conducted under other than full and open competition; see Attachment 3 - Class Justification and Approval. All responsible sources may submit a quotation which will be considered by the agency.

Background
The National Animal Health Laboratory Network (NAHLN) is a collaborative initiative involving the USDA's Animal and Plant Health Inspection Service (APHIS), the National Institute of Food and Agriculture (NIFA), and the American Association of Veterinary Laboratory Diagnosticians (AAVLD). This contract aims to establish an Indefinite Delivery, Indefinite Quantity (IDIQ) agreement with NAHLN-approved laboratories for diagnostic testing services. The USDA's National Veterinary Services Laboratories (NVSL) serves as the national reference laboratory, coordinating activities and providing support for diagnostic testing related to animal health.

Work Details
The contractor will provide diagnostic testing services for both endemic and foreign animal diseases through NAHLN-approved laboratories. Key tasks include:
- Performing diagnostic tests using standardized methods for high-consequence animal diseases.
- Developing new assay methodologies as required.
- Ensuring rapid testing capabilities during outbreaks and demonstrating disease freedom post-eradication.
- Providing a price schedule for diagnostic services that includes all necessary costs such as labor, materials, and compliance with local, state, and federal regulations.
- Following quality assurance policies set by NVSL, including submitting presumptive positive or inconclusive samples for confirmatory testing.
- Maintaining a dedicated email address for contract-related communications within 14 days of award.

Additionally, laboratories must maintain capacity to respond to foreign animal disease outbreaks and focus on livestock diseases while also addressing non-livestock species.
