The Contractor shall provide all labor, transportation, tools, equipment, lodging, food, components, parts and materials for renovation of 35 golf course bunkers using rubber liner and stacked synthetic edges for the United States Government located at the Woodlawn Golf Course on Ramstein Air Base, Germany. The Government will provide a site visit on 3 March 2025. Please contact the POCs Mr. Autry Fontenot at autry.fontenot.2@us.af.mil. for further details by 26 Feb 2025.

UPDATE: The Government has updated the SOW dated 4 March 2025 and have provided Q&As from the site visit on 3 March 2025.

Evaluation Factors for Award

The following factors will be used to determine the best value to the NAFI:

  1. Certifications and Training
  2. Authorization to conduct business
  3. Proof of work, resume of projects
  4. Resources
  5. Security
  6. Technical Evaluation. Technical evaluation shall be on an acceptable/unacceptable basis.

Criteria 1 Certifications and Training: Construction company must have an Eco/Dura Bunker certified team on site for the duration of the project.

This standard has been met when the construction company provides: Written certificate from Eco/Dura Bunker manufacturer stating that the team has been trained and certified directly by the manufacturer. Construction company must provide a letter of authorization from the manufacturer to purchase, install and provide warranty of Eco/Dura Bunker systems within Germany.

Criteria 2 Authorization to conduct business: Business registration and permission to work within Germany.

This standard has been met when the construction company submits: A copy of their business registration and authorization to conduct business in Germany.

Criteria 3 Proof of work, resume of projects: Provide documentation describing its experience as a business or corporation in performing as a construction company in the local industry. Construction company must have successfully completed 100 bunkers that utilized crumb rubber or capillary concrete liner systems.

This standard has been met when the construction company submits: Proof of at least 100 bunker projects within the last 5 years that included crumb rubber or capillary concrete liner systems. Concessionaire should provide resume of completed projects with before and after images as proof of work.

Criteria 4 Resources: Construction company must provide their own equipment and comply with all local and national environmental and safety requirements.

This standard has been met when: The construction company provides an equipment list.

Criteria 5 Security. Provide a copy of the current passport or identity card.

This standard has been met when: The offeror submits a copy of his/her passport or identity card

An offeror will receive an acceptable technical rating if all the standards are met from the above 5 criteria. If any one criteria is not met, the offer will receive an unacceptable technical rating. All offers that receive acceptable technical ratings will be evaluated for past performance.

Background
The United States Government is seeking a contractor to renovate 35 golf course bunkers at the Woodlawn Golf Course located on Ramstein Air Base, Germany. The goal of this contract is to enhance the functionality and aesthetics of the golf course by utilizing rubber liners and stacked synthetic edges in the renovation process.

Work Details
The Contractor shall provide all labor, transportation, tools, equipment, lodging, food, components, parts and materials necessary for the renovation. Specific tasks include:

1. Renovating 35 golf course bunkers using rubber liner and stacked synthetic edges;
2. Removing sand and preparing bunkers for installation;
3. Digging drainage pits for each bunker with specific dimensions and requirements;
4. Installing a crushed rock layer for Rubber Crumb Liner;
5. Installing Rubber Crumb liner compliant with German law;
6. Providing extensive reshaping of specified bunkers across various holes;
7. Stacking synthetic turf tiles into desired shapes using cement reinforced backfill;
8. Ensuring all work meets industry standards and acceptance criteria as verified by the Golf Course Maintenance Superintendent.

Period of Performance
The Contractor shall commence work within 180 days after receipt of award of the order, with a work period not exceeding 120 days. The project must start no earlier than September 2025 and be completed no later than March 2026.
