Background
The solicitation is for an unrestricted indefinite delivery/indefinite quantity (IDIQ) contract for multi-discipline Professional Architect-Engineer (A/E) services for the preparation of Design-Bid-Build contract documents and Design-Build Request for Proposals for various project types at DoD and Non-DoD activities in the Naval Facilities Engineering Systems Command Southeast. The contract may also be used at other DoD or non-DoD facilities in all NAVFAC AOO geographic locations worldwide. The IDIQ contract will be for a period of five (5) years with a total value not exceeding $99,000,000. The guaranteed minimum for the contract term is $1,000. Firm-fixed price task orders will be negotiated for this contract. The estimated start date is expected to be October 2024.

Work Details
Comprehensive Architectural-Engineering services are required for the design of new construction, repair, replacement, demolition, renovation, alteration, and/or improvement of DoD facilities. This includes various facility types such as aviation and aircraft facilities, administration and operations facilities, personnel housing facilities, dining facilities, marine facilities, recreational facilities, religious facilities, training facilities, warehouses and supply facilities, security level facilities, central plants, and utility systems upgrades. The services may include facility planning and project development, development of requirements and project scope, development of design-bid-build packages, development of design-build Request for Proposal (RFP) packages, studies, preparation of cost estimates using unit guidance and parametric cost estimating.

Above and underwater inspections.
Service-life modeling.
Vessel collision analysis.
Field investigations (including utility and geotechnical).
Surveying and mapping.
Soil borings.
Hazardous materials testing and identification.
Preparation of engineering evaluations.

Conceptual designs.
Obtaining permits and regulatory approvals.

Period of Performance
The IDIQ contract will be for a period of five (5) years.

Place of Performance
The A/E services under this solicitation will relate to projects located within the NAVFAC SE NORTH Area of Operation (AOO) supporting locations in Tennessee (e.g. Naval Support Activity (NSA) Mid-South Millington), Mississippi (e.g. Naval Air Station (NAS) Meridian), Florida (e.g. Naval Air Station (NAS) Panama City; Naval Air Station (NAS) Pensacola – ROICC Sally), as well as other DoD or non-DoD facilities in all NAVFAC AOO geographic locations worldwide.
