Background
The Naval Information Warfare Center (NIWC) Pacific is issuing this solicitation for the In-Service Engineering Activity (ISEA) Navy Enterprise Networks (NEN). The mission of NIWC Pacific is to provide support for the requirements, design, development, accreditation, integration, modernization, sustainment, upgrade, and Life Cycle Support (LCS) of shore networks and network service solutions for Navy and Joint Department of Defense (DoD) shore units worldwide.

This contract aims to deliver four core Capability-Based ISEA services: Technical Sustainment Support (TSS), Sustainment Engineering Support, Logistics Support, and Modernization Support.

Work Details
The contractor will be responsible for providing the following services:
1. Integrated Project Team and Project Management;
2. Sustainment Engineering Support;
3. Technical Sustainment Support;
4. System Implementation and Upgrade;
5. Enterprise Applications (EA) Support;
6. Work Baseline Software Configuration (WBSC) Support;
7. Integrated Logistics Support (ILS);
8. Configuration Management (CM);
9. Tier IV Support;
10. Help Desk, Technical Sustainment, Engineering, Configuration Management, and Integrated Logistic Support for Naval Exchange Points (NXP) Network Operations Support.

The contractor will integrate, test, implement IT software and hardware including operating systems, applications, PCs, servers, network devices such as switches and routers, and other COTS/GOTS/NDI items. The contractor will also develop technical manuals and training materials for personnel at various maintenance levels.

Period of Performance
One base year with four one-year option periods for a total of five years.

Place of Performance
100% at Government facilities in San Diego, CA.

Bidder Requirements
This opportunity is a Total Small Business Set Aside. Bidders must have relevant experience in providing engineering support services similar to those outlined in the SOW. Personnel working on this contract must maintain current CWF certifications and possess security clearances up to Top Secret/SCI level as required by the tasks.
