Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a cost plus fixed fee contract on
a sole source basis to High Side Technology LLC. under the under the statutory authority of 10 U.S.C.
3204(a)(1) as prescribed by FAR 6.302-1, "Only One Responsible Source and No Other Supplies and
Services Will Satisfy Agency Requirements."

High Side Technology LLC. will be tasked with providing the necessary subject matter expertise for the
United States Marine Corps (USMC) Program of Record (PoR). Services under the resulting contract will
include (1) development of developmental test scenarios and conditions, logistics, communications and
cybersecurity requirements for each of a minimum of three annual test/experimentation events (2)
provision of expertise for intelligence operations, naval operations, space operations, (3) assistance with
system design updates and rapid acquisition timeline, and (4) development, implementation and
management of highly specialized cybersecurity risk management framework (RMF) and accreditation
policies and procedures. This includes a 12 month base and four (4) 12 month option terms.
This is not a request for quotes. Any interested party that believes it is capable of meeting the
requirement described herein may submit a capability statement. Capability statements received will be
evaluated to determine technical merit. Responses must be submitted in writing via email no later than
4:00PM PDT on 12 January 2024. Telephone responses and requests will not be accepted. A determination
by the Government not to compete the requirement based on responses to this notice is solely within the
discretion of the Government. Contracting by Negotiation under FAR Part 15 applies.
