N66001-23-Q-6511 – Notice of Intent to Award Sole Source to HS Owen LLC (CAGE Code: 4EM02)

The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Price Purchase Order on a non-competitive basis to HS Owen LLC (CAGE Code: 4EM02). This is to deliver the software for the Propagation Channel Assessment and Prediction (PCAP) capability to work with the Ships Signal Exploitation Equipment (SSEE) Inc F Software Defined Radio (SDR). The performer shall support demonstrations of the software and a functionality test. Performer shall deliver training for the trainers and documentation in support of fielding the software. This effort is a logical follow-on to initial work performed by HS Owen LLC and requires HS Owen LLC to continue the follow-on effort.
The anticipated period of performance for this effort is 12 months.
The agency has identified only one responsible source and no other supplier will satisfy agency requirements. An approved Justification for Non-Competitive Procurement (JNCP) will be posted after award.
The applicable NAICS Code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), and the business size standard is 1,000 employees.
