N66001-23-Q-6439 – Notice of Intent to Award Sole Source to Stetson Engineers, Inc.

This synopsis is hereby issued in accordance with FAR Part 5.201. The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Price purchase order on a noncompetitive basis with Stetson Engineers, Inc. Address: 2171 E. Francisco BLVD, STE K San Rafael, California, 94901-5536, United States. The requirement is develop a modeling tool to simulate flow and nutrient loading and conditions in the Santa Margarita River Estuary. In addition to model development, this requirement includes model calibration and simulation of future scenarios.
The Government intends to negotiate solely with Stetson Engineers, Inc. under the authority of FAR 13.106-1(b), Only one source capable of meeting the Government's requirement. FAR Part 13, Simplified Acquisition Procedures and FAR part 12 Acquisition of Commercial items, applies.
A determination by the government not to compete this requirement is solely at the discretion of the government. However, all responsible sources may submit a quotation which shall be considered by the agency. The applicable NAICS Code is 541715 and the business size standard is 1,000 employees.
