N66001-23-Q-0026 Notice of Intent to Award Sole Source to Four Nine Design

The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price contract on a noncompetitive basis with Four Nine Design. The requirement is for the purchase of the following:
ITEM 0001:
ICER Electrical Module and ICER RF Sensor Module Custom Cryogenic Chassis Design and Manufacturing
Manufacturer: Four Nine Design
QTY: 1
The above are for a requirement for technical services in applied research and development (R&D) to research, design, develop, test and deliver prototype(s) for the Integrated Cryogenic Experimental Receiver (ICER) system. Specifically, NIWC Pacific requires the delivery of a standalone cryogenic system with low-temperature and low-vibration capabilities and one RF sensor module. The design and construction of this system will allow for maximum flexibility to integrate up to three ICER electrical modules and three RF sensor modules for independent testing and experimentation. Along with the base temperature and temperature control requirements, this custom engineered solution will provide accessibility and easy to use features that will propel maximum productivity throughout its lifetime of use.
Based on the approved Justification and Approval (J&A) (which will be posted after award), there is only one responsible source and no other supplier will satisfy agency requirements.
This notice of intent is NOT a request for quote. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. The applicable NAICS code is 541715, the PSC code is AC33, and the business size standard is 1,000 employees.
