N66001-23-D-0022 – Notice of Intent to Award Sole Source to Rohde & Schwarz USA, Inc. (CAGE Code: 82199)   2

The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract on a non-competitive basis to Rohde & Schwarz USA, Inc. (CAGE Code: 82199). The required sole-source items, High Frequency (HF) communication systems for use as a cost effective and interoperable beyond line of sight (BLOS) communication capability for various platforms, are specific to Rohde & Schwarz USA, Inc.
This contract covers the production, integration support, production training support, and life cycle support for modern HF radio transceivers and associated hardware and software components manufactured by Rohde and Schwarz USA, Inc. The production effort encompasses modern HF radio transceivers, associated hardware including Power Amplifiers, Antenna Tuning Units, HF Couplers, software components including HF waveforms and Automatic Link Establishment software and train the trainers. The sustainment support effort encompasses equipment repairs, technical training, failure analysis and recommendations related to life cycle support for the HF transceiver systems. The modern HF radio transceivers and associated hardware and software components are to be integrated by the Government into equipment racks and installed on United States Navy (USN) Ships and Shore Stations, Military Sealift Command (MSC) ships, and possibly future foreign military sales in support of USN HF Modernization efforts.
Based on the approved Justification and Approval (J&A) (which will be posted after award), the agency has identified only one responsible source and no other supplier will satisfy agency requirements. The anticipated contract is a follow-on production contract to a successfully completed prototype project provided for under an Other Transaction (OT). The original OT-prototype was competitively awarded to R&S USA on 14 July 2020 (OT Agreement No. N65236-18-9-0001, OT-prototype Order No. N66001-20-9-1001) under the NIWC Information Warfare Research Project (IWRP) topic BFTN RC2 System Enhancement (BRSE): HF for Fleet C2 (IWRP 20-PAC-0114-003) as a firm-fixed-price (FFP) arrangement.
The applicable NAICS Code is 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, and the business size standard is 1,250 employees.
