Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a firm fixed
price purchase order on a sole source basis to Hawkeye360, Inc. under the authority for
other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR
6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy
Agency
Requirements.

HawkEye 360 Inc. will be tasked with providing commercial radio frequency (RF) data
and analytics subscriptions covering the South China Sea and Pacific Island territorial
waters, a mobile training team of personnel to provide on-site hands-on training, Mission
Space licenses for up to 150 end users, and analytical support to assist customers with
interpreting and understanding data. This includes a one-year base term, and a one-year
option term.
This is not a request for quotes. Any interested party that believes it is capable of
meeting the requirement described herein may submit a capability statement. Capability
statements received will be evaluated to determine technical merit. Responses must be
submitted in writing via email no later than 3:30PM PDT on 24 June 2022. Telephone
responses and requests will not be accepted. A determination by the Government not to
compete the requirement based on responses to this notice is solely within the discretion
of the Government. Acquisition of Commercial Items under FAR Part 12 and Contracting
by Negotiation under FAR Part 15 apply.
