N66001-22-Q-6366 – Notice of Intent to Award Sole Source to Progressive Technology Federal Systems (PTFS) Inc.

The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a commercial Firm-Fixed-Price purchase order (N66001-22-Q-6366) on a noncompetitive basis with Progressive Technology Federal Systems (PTFS) Inc. The requirement provides the following:
ITEM 0001:
Knowvation KV60000 License - Subscription License for Unlimited Users and 60,000 Records. Includes Annual Maintenance, Support and Upgrades

Professional Service Days (PSD) Remote Training: One Day for System Administrator and One Day for Users.

Professional Service Day (PSD) Set Up, Installation, Data Migration and Configuration of Knowvation with post 30 Day Implementation Support.

The requirement is to acquire Knowvation (KV) subscription license and support. KV is the only solution located that offers the required capabilities and offers an on-premise solution for long term system administration for the Center's Technical Reports Documents and archival material. This KV and their affiliated Professional Service Days (PSDs) are a sole-source product, and therefore no known alternative sources exist for the required product/service.
A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The applicable NAICS Code is 511210 and the business size standard is $41,500,000.
