Background
The Naval Surface Warfare Center Philadelphia Division (NSWCPD), specifically Division 44 (Code 44), is responsible for engineering services related to electrical power generation, distribution, protection, monitoring, and control systems for Navy ships, submarines, military watercraft, and unmanned vehicles.

This contract aims to provide support for 60 HZ Shipboard Electrical Systems Engineering Services under the SeaPort-NXG Multiple Award Contract (MAC). The procurement is limited to SeaPort-NXG MAC holders only and will be conducted on an unrestricted basis.

Work Details
The contractor will provide engineering services that include support for:
- 60 HZ power generation systems
- Power distribution systems
- Protection systems
- Monitoring and control systems
- Electric propulsion systems
- Electric motors and controllers
- Arc fault detection systems
- Thermal imaging systems
- Electrical insulation systems.

The contract is structured as a Cost-Plus-Fixed-Fee (CPFF) Task Order. Offerors must propose on the labor categories and hour estimates provided as the Level of Effort. Proposals must include substantiation of proposed indirect rates and a completed 'Direct Labor Rate Substantiation' Table with supporting documentation.

Period of Performance
Base Period: Date of task order award through 12 months after award; Option Year 1: 13 months through 24 months after award; Option Year 2: 25 months through 36 months after award; Option Year 3: 37 months through 48 months after award; Option Year 4: 49 months through 60 months after award.

Place of Performance
The primary place of performance will be at the contractor's own facilities.

Bidder Requirements
Offerors must be SeaPort-NXG MAC holders. Each offeror and their proposed subcontractors must provide contact information for the cognizant DCAA Branch Office. They are also required to submit data substantiating their proposed indirect rates, including DCAA Forward Pricing Agreements or results from recent audits. Additionally, proposals must include a plan for compliance with NIST SP 800-171 security requirements.
