RFP Response Date is hereby extended until 10/24/2025 10:00AM. See Amendment 0003 attached. This RFP will not be extended any further. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy?s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Department 50, which is responsible for the Machinery Control Systems (MCS), Damage Control Systems (DCS), Integrated Ship Control Systems (ISCS), and other Steam and Auxiliary Systems on various ship classes. The mission of NSWCPD is to transition hull mechanical, and electrical (HME) machinery technology to the U.S. Navy active/reserve Fleet and support various sponsors for Department of Defense and Navy Modernization Programs. This requires development and execution of various Ship Changes (SCs) and Ship Alterations (SHIPALTs) to upgrade and maintain system/equipment readiness of various Navy HME and electronic systems in a cost-effective and timely manner. This contract primarily supports maintenance, readiness, large Modernization Programs and/or critical-path SCs/Alterations that are accomplished in various availabilities including Navy Chief Naval Operation (CNO) availabilities. Background
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and fleet support for the Navy's ships, submarines, military watercraft, and unmanned vehicles.

This contract supports NSWCPD Department 50, which focuses on Machinery Control Systems (MCS), Damage Control Systems (DCS), Integrated Ship Control Systems (ISCS), and other Steam and Auxiliary Systems across various ship classes. The mission of NSWCPD is to transition hull mechanical and electrical (HM&E) machinery technology to the U.S. Navy Fleet while supporting various sponsors for Department of Defense and Navy Modernization Programs.

The contract aims to develop and execute Ship Changes (SCs) and Ship Alterations (SHIPALTs) to maintain system readiness in a cost-effective manner, primarily supporting maintenance, readiness, large modernization programs, and critical-path SCs/Alterations during Navy Chief Naval Operation availabilities.

Work Details
The contractor shall provide all required labor and materials to integrate and modify shipboard and shore-based systems. This includes prefabrication/fabrication, system/equipment pre-install checkout (PICO), post-install assessment, shipboard installations, Integrated Logistics Support (ILS), material support, Quality Assurance (QA) inspection, engineering technical support, and completion documentation.

Specific tasks include:
- Supporting maintenance, repair, major fleet-funded alterations/SCs that are complex in nature.
- Providing Contractor Alteration/SC teams for various ship systems integration.
- Ensuring compliance with NAVSEA Standard Items 009 and NSWCPD Installation Instructions 9090-310.
- Performing repair work on equipment or systems that interface with approved SCs/alterations.
- Utilizing applicable documents such as Joint Fleet Maintenance Manual (JFMM) and NAVSEA Fleet Modernization Program Management Manual.

Period of Performance
The period of performance for this contract is from the date of contract award through sixty (60) months thereafter.

Place of Performance
The primary place of performance shall be at government facilities in Philadelphia, PA or other government locations where installations/SCs are to take place. Approximately 75% of the work will occur on-site at the NSWCPD or other Government facility.
