UPDATE 6/8/2023:
Following the Pre-Solicitation Conference, the Government is offering a limited number of one-on-one virtual meetings on Tuesday, 13 June 2023. Scheduling of the one-on-one meetings will be on a first-come, first-served basis in accordance with the instructions provided below. The Government does not intend to hold additional one-on-one meetings outside of the available time slots on 13 June 2023 or on any other day.
The focus of these one-on-one meetings is to provide industry partners a chance to ask questions and seek clarification on the Draft RFP that is currently posted. These meetings shall not be used for industry to provide capability statements/briefs to the Government or discuss the Government's acquisition strategy (ex. proposal volumes to include or not include in the RFP).
The Government has fourteen (14) time slots available on 13 June 2023, each thirty (30) minutes in duration. The Government will have a hard stop at the thirty (30) minute mark of each. The following are the available time slots (all times are Eastern):
- 8:30am 9:00am
- 9:00am 9:30am
- 9:30am 10:00am
- 10:00am 10:30am
- 10:30am 11:00am
- 11:00am 11:30am

- Company Name
- Name & position/title of individuals planning to attend (ex. Jane Doe, VP Contracts)
- Email address for each attendee
- Top five (5) preferred time slots in order of preference
The Government intends to post publicly responses provided to questions during these one-on-one meetings. The Government encourages and welcomes feedback on the Draft RFP. All questions & comments, whether asked during the Pre-Solicitation Conference and one-on-one meetings or submitted outside of those events, shall be submitted in writing to the primary and alternate POC identified in this posting.

The maximum capacity for industry in-person attendance is thirty (30) people. In-person attendance will be limited to two (2) people per company. Industry partners must request in-person participation and receive confirmation of availability to ensure that the room capacity is not breached. In-person attendance will be granted on a first-come, first-served basis in accordance with the RSVP instructions provided below.
Industry partners who are requesting to attend in-person shall provide the following information in writing by E-mail to both the primary and alternate POC no later than 4:00pm Eastern on Thursday, 8 June 2023:

Background
The solicitation is issued by the Naval Air Warfare Center Training Systems Division (NAWCTSD) for the Ready Relevant Learning (RRL) Fiscal Year 2024 Content Conversion (CC) for Aviation Technician (AT) and Aircrew (AW) ratings.
The goal of this contract is to modernize and improve designated courses through the conversion, development, and modification of training materials to ensure compatibility with operational environments and enhance the transfer of training to real-world applications.
This effort supports the broader Sailor 2025 initiative aimed at improving Sailors' training effectiveness.
Work Details
The contractor will be responsible for the design, development, testing, and delivery of various training products under an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. Specific deliverables include:
1. **Instructor-Facilitated Interactive Training (IFIT)** - Interactive Multimedia Instruction (IMI) Level 2.
2. **Self-Directed Interactive Training (SDIT)** - IMI Levels 2 and 3.
3. **Virtual Simulation (VSIM)** products categorized as A, B, C, and D for Complex Media.
4. **Production Support** for Train-the-Trainer events and Pilot events.
5. **Technical Data** related to the training materials.
6. An **Incentive for Early Content Conversion Delivery**.
The contractor must ensure that all products meet specified requirements for functionality, security, and instructional design as outlined in the Statement of Work (SOW).
The work will involve collaboration with government personnel and adherence to Agile methodologies throughout the project lifecycle.
Place of Performance
The primary place of performance will be at the contractor's facilities; however, some activities may occur at government locations such as learning centers or training facilities.
