N40085-26-R-0070 IDIQ Contract for Multi-Discipline Architect-Engineer (A-E) Services in Support of Mechanical Electrical & Plumbing (MEP) Small Projects Primarily at PWD Crane, Indiana AOR Including Glendora Test Facility, Sullivan, Indiana

Background
The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business Architect-Engineer (A-E) Multi-Discipline Engineering firms capable of performing Indefinite Delivery/Indefinite Quantity (IDIQ) Architect-Engineer (A-E) Mechanical Electrical Plumbing (MEP) Engineering Services.

This contract aims to support construction, repair, replacement, demolition, alteration, improvements, and maintenance execution projects primarily at Public Works Department (PWD) Crane in Indiana, including the Glendora Test Facility in Sullivan, Indiana. The goal is to obtain engineering and design services for a variety of new and existing facilities and systems.

Work Details
The MEP Architect and Engineering Services expected under this contract include:
A) Planning Services such as project programming document development (DD 1391), evaluations, site investigations, and cost estimation;
B) Facility Analysis including general condition assessments for code compliance, energy utilization studies, facility life safety code analysis, and hazardous material surveys;
C) Site Investigation Services including geotechnical investigations and environmental soil sampling;
D) Design Services & Deliverables including development of design-build RFP packages and comprehensive design-bid-build packages;
E) Mechanical Design Services covering energy supply systems, heat generating systems, cooling generating systems, distribution systems, terminal units, controls, and system testing & balancing;
F) Construction Services such as contractor submittal reviews and field consultations. Additionally, asbestos or lead-based paint assessments will be required to determine the presence of hazardous materials.

Period of Performance
The IDIQ contract will have a five-year ordering period.

Primarily at Public Works Department (PWD) Crane in Indiana Area of Responsibility (AOR), including Glendora Test Facility in Sullivan, Indiana.
