PROJECT DESCRIPTION

The work includes, but is not limited to, providing all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide MAINTENANCE FOR VERTICAL TRANSPORTATION EQUIPMENT, AUTOMATIC DOORS AND MECHANICAL SYSTEMS FOR THE U.S. NAVAL AIR FACILITY ATSUGI, JAPAN AND U.S. FORCES JAPAN CONTROLLED AREAS IN KANTO PLAIN, JAPAN under a performance-based contract that is comprised of both Recurring Work and Non-Recurring Work Items as outlined in the performance work statement (PWS).

CONTRACTOR LICENSE REQUIRMENT

Any contract resulting from a solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract.

STATUS OF FORCES AGREEMENT

The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA.

Background
The Department of the Navy, Naval Facilities Engineering Systems Command (NAVFAC) Far East, on behalf of U.S. Naval Air Facility Atsugi and U.S. Forces Japan controlled areas in the Kanto Plain, seeks a performance-based indefinite delivery, indefinite quantity (IDIQ) contract for maintenance of vertical transportation equipment (elevators, escalators, lifts), automatic doors, and related mechanical systems.

Work Details
Provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, quality control, and related services to perform: recurring preventive maintenance and inspections of vertical transportation equipment, automatic sliding and overhead doors, and associated mechanical systems; non-recurring repair, corrective and replacement work as defined in the Performance Work Statement and Section J Exhibits (ELIN A001–A006 for base recurring, A700–A706 for base non-recurring; corresponding ELINs for each one-year option period).
Support facility management and administration per annexes; accept orders via SF 1449 task orders, Government Purchase Card, FedMall, and oral orders.
Comply with FOB Destination delivery and Government inspection/acceptance at NAF Atsugi and other controlled areas; adhere to performance measures, inspection systems, and reporting requirements.

Base period: 01-APR-2023 to 31-MAR-2024; Option period 1: 01-APR-2024 to 31-MAR-2025; Option period 2: 01-APR-2025 to 31-MAR-2026; Option period 3: 01-APR-2026 to 31-MAR-2027; Option period 4: 01-APR-2027 to 31-MAR-2028; Option period 5: 01-APR-2028 to 31-MAR-2029; Option period 6: 01-APR-2029 to 31-MAR-2030; Option period 7: 01-APR-2030 to 31-MAR-2031.

U.S. Naval Air Facility Atsugi, Japan, and U.S. Forces Japan controlled areas in the Kanto Plain, Japan.

Bidder Requirements
Must be duly authorized to operate and conduct business in Japan, registered and licensed by Japan’s Ministry of Land, Infrastructure and Transport or prefectural government; comply with Japanese laws, decrees, labor standards and regulations; personnel performing maintenance must be trained and certified by the OEM and hold NAVFAC VTE inspector licenses or Syokouki Kensa Shikakusya; proposals must be priced in Japanese Yen; joint ventures must have executed agreements; demonstrate financial capability with three years of audited financial statements; possess relevant corporate experience in Japan within the past ten years providing maintenance of vertical transportation equipment and automatic doors with an annual value of ¥5,000,000 or more; support Government Purchase Card and FedMall electronic ordering via encrypted email (PGP).
