N3C Data Enclave Open Data Portal and Community Engagement Support Services (COVID-19 Action)

This firm-fixed price contract for N3C Data Enclave Open Data Portal and Community Engagement Support Services for the NIH's National Center for Translational Sciences (NCATS) was noncompetitively awarded under the attached NIH Class Justification and Approval (J&A) and the precedures in FAR subpart 13.5. Competing this requirement taken under the authority of this NIH Class J&A would have resulted in unacceptable time delays in fulfilling the agency's urgent needs in addressing a global pandemic and national public health emergency. It would have jeopardized NCATS mission in a way that would result in unacceptable risks to the health of the public in the United States. Delay in award of this critical contract would result in serious injury, financial or other, to the Government due to the unacceptable jeopardy that would be posed to the health of the public.
