Background
The contract is issued by NAVFAC EURAFCENT for the construction of the Office Central pour la Répression du Trafic Illicite des Stupéfiants (OCRTIS) Headquarters Building in Dakar, Senegal.

This project is part of the Counter Narcotics and Terrorism funding program under AFRICOM. The mission of this contract is to provide a facility that supports the efforts of the Senegalese government in combating illicit drug trafficking.

Work Details
The scope of work includes design, construction, or renovation of a building or facility owned by the government of Senegal.

The project must demonstrate experience in design-build execution and must be similar in scope and magnitude to this solicitation with a minimum value of $400,000. Offerors are required to submit corporate experience project information using the Corporate Experience Contract Data Sheet (Attachment 5), detailing relevant projects completed within the last 10 years, including contract numbers, project locations, descriptions, building sizes, dollar values, completion dates, and client contacts.

The offeror may also utilize experience from subcontractors or affiliates but must provide documentation demonstrating their involvement. Safety management plans and past performance evaluations are also required as part of the submission.

The construction projects will be performed in Dakar, Senegal.
