Background
The USNS JOHN LENTHALL (T-AO 189) is under the purview of the Military Sealift Command (MSC), which is responsible for providing strategic sealift and ocean transportation for the Department of Defense.

The goal of this contract is to prepare for and accomplish the Maintenance, Test, and Assessment (MTA) of the vessel as specified in the Statement of Work (SOW). This includes ensuring that all necessary repairs, alterations, and inspections are performed to maintain operational readiness.

Work Details
The contractor shall prepare for and accomplish the VR, overhaul, or alterations of the USNS JOHN LENTHALL as specified in the WI package provided in Attachment J-1. Key tasks include:
1. Providing management, procurement, production, testing, technical capability, resources, and quality assurance services.
2. Using progress measurement systems to track physical progress against planned performance metrics.
3. Developing a performance milestone schedule/critical path chart to measure scheduled performance.
4. Ensuring compliance with quality control procedures and maintaining configuration baselines.
5. Managing subcontractor performance to ensure quality standards are met.
6. Employing sound engineering practices and ensuring access to competent engineers for problem-solving.
7. Preparing for various work items including electrical shore power supply, generator usage, potable water supply, structural steel repairs, ultrasonic thickness gauging, and miscellaneous piping replacements as detailed in Category A and B Work Items.

Period of Performance
The contract will be performed over a specified timeframe that includes various milestones such as ship arrival date, dry-dock date, completion of specific tasks like gas-freeing tanks, undock date, and redelivery date.

Place of Performance
The work will primarily be conducted at the contractor's shipyard.
