Description

The general scope of this project is to remove the existing three (3) 40,000-gallon fuel tanks and one (1) 7,500-gallon spill connection tank and replace them with appropriately sized modern tanks and to replace the monitoring/control systems to improve maintainability, meet the backup fuel supply requirements, and meet regulatory compliance requirements.

The Buffalo VAMC requires a Contractor to perform the construction work necessary to accomplish this goal. The Contractor shall provide all supervision, labor, services, tools, equipment, and materials required to perform work. Work under this effort is fully described in the project drawings and specifications. Additional administrative and management related requirements are described throughout this document. A brief overview of the construction work will be included with SOW in the solicitation. See SOW and Solicitations documents

Background
The Veterans Health Administration (VHA) Directive 2008-062 mandates that the Buffalo VA Medical Center (VAMC) maintain a sufficient supply of backup fuel to operate its boilers for a minimum of 10 days. The existing three 40,000-gallon underground storage tanks (USTs), installed in 1981, have exceeded their expected lifespan and require replacement. The goal of this contract is to remove these outdated tanks and replace them with modern alternatives while ensuring compliance with regulatory standards.

Work Details
The contractor will be responsible for the complete removal and replacement of three existing 40,000-gallon fuel tanks and one 7,500-gallon spill connection tank. The scope includes:
1) General construction, alterations, demolition, utility replacements, fueling systems, mechanical work, electrical work, plumbing work, structural work, site work, erosion and sediment control, laboratory testing.

2) Providing temporary fuel (minimum of 16,000 gallons available onsite) along with tanks and associated requirements for temporary boiler fuel supply.

3) Providing temporary power and utilities for building operations during the project.

4) Excavation and removal of existing tanks and associated structures.

5) Procurement and installation of new fuel tanks as per project specifications.

6) Start-up and commissioning of all systems integrated into the existing boiler plant systems.

7) Restoration of impacted areas post-construction.

Period of Performance
The period of performance for this contract will not exceed 520 calendar days from the Notice to Proceed until final acceptance of completed works.

Place of Performance
Buffalo VA Medical Center located at 3495 Bailey Avenue, Buffalo, NY 14215.

Bidder Requirements
This contract is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). Bidders must provide bid/payment/performance bonds. Contractors must possess relevant licenses for construction activities related to oil and gas pipeline construction. Additionally, bidders are required to conduct a pre-award site survey.
