Updated Statement of Work (SOW) The SOW has been updated to incorporate clarifications, corrections, and additional details based on vendor inquiries. Inclusion of RFI Responses The Government has included all Questions and Answers (RFI responses) received during the solicitation period as part of this amendment. These responses are provided for clarification purposes only and do not otherwise revise the baseline requirements unless explicitly stated. RFQ Due Date Extension The RFQ closing date has been extended from April 3, 2026, 4:30 PM EST to April 8, 2026, 4:30 PM EST All quotes must be received by the new closing date and time. Background
The Department of Veterans Affairs is issuing this solicitation for the installation of a Software House C-CURE 9000 Physical Access Control System (PACS) at the Lee County Health Care Center (LCHC) located in Cape Coral, FL.

This acquisition is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The goal of this contract is to standardize the security access control systems across the Bay Pines Community by implementing an identical door entry system used at the Bay Pines Clinic Campus.

Work Details
The contractor shall provide and install all necessary hardware and software compatible with the CCURE 9000 system, including:
1. Delivery, installation, and configuration of the Software House CCURE 9000 software on a contractor-provided workstation at LCHC.
2. Installation of CCURE-compatible hardware, including iSTAR controllers and PIV-capable readers.
3. Setup of a database for recorded video and PACS records, ensuring backup and integrity verification.
4. Configuration of security devices and mapping for access-controlled doors and CCTV cameras.
5. Comprehensive testing of all installed devices to ensure operational functionality according to OEM specifications.
6. Provision of training sessions for system administrators and operators on how to use the system effectively, including technical manuals and onsite training sessions.
7. Compliance with physical security guidelines during installation, including risk assessments prior to commencing work.

Period of Performance
The contract performance period is from April 15, 2026, to September 14, 2026.

Place of Performance
The work will be performed at the Lee County Health Care Center located at 2489 Diplomat Parkway East, Cape Coral, FL 33909.
