Description

INTENTIONALLY LEFT BLANK
Background
The Department of Veterans Affairs, specifically the Central Texas Veterans Health Care System (CTVHCS), is seeking to replace the existing domestic water booster system at the Olin E. Teague Veterans’ Medical Center.

The goal of this contract is to ensure that the facility has a fully operational booster system that meets its needs, adhering to all relevant standards and regulations.

Work Details
The contractor will provide all necessary labor, materials, tools, equipment, transportation, supervision, coordination, testing, and commissioning for the project.

Key tasks include: removing existing equipment; furnishing and installing a new booster system; integrating with building systems; performing startup; and providing documentation and training.

The new system must achieve a performance of 525 GPM at 85 psi with specific equipment requirements including three Ebara Series 3U pumps and various piping specifications. Installation must minimize disruptions to patient care by initially installing a bypass on domestic water lines.

The contractor is responsible for hydrostatic testing, electrical verification, VFD programming, and performance testing. Additionally, comprehensive documentation including product data, shop drawings, installation plans, O&M manuals, warranties, and as-built drawings must be provided upon completion.

Period of Performance
Work shall be completed within 30–60 calendar days from award notice.

Place of Performance
Olin E. Teague Veterans’ Medical Center, 1901 Veterans Memorial Drive, Bldg. 203, Temple, Texas 76504.

Bidder Requirements
This opportunity is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSBC). Bidders must have appropriate contractor licensing and bonding capabilities. Compliance with VA standards and safety regulations is mandatory.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed closely related prior contract, 36C25724P0455, awarded to Brand Construction for “CTX FACILITY BOOSTER STATION REPLACEMENTS” valued at $619,482 (09/19/24–09/23/25). The prior work name and scope suggest booster station replacement activities at a VA facility, which aligns with the current requirement to remove existing domestic water booster equipment and install and commission a new booster system with associated testing, electrical/VFD work, and documentation.
