Contracting Activity: Department of Veterans Affairs, VISN 2, James J. Peters Medical Center Bronx Campus 130 West Kingsbridge Road, Bronx, NY 10468 procuring the requirement for Department of Veterans Affairs, VISN 2, Margaret Cochran Corbin Medical Center, 423 East 23rd Street, New York, NY 10010. Project Number: 630-24-105. Title: Emergency MICU Chiller Replacement. Nature and/or Description of the Action Being Processed: The New York Harbor Healthcare System Margaret Cochran-Corbin Medical Center is adversely affected by the state of disrepair and inoperability of its Medical Intensive Care Unit (MICU) Chiller and ancillary equipment due to parts, and services being obsolete. The existing 60-tons MICU Chiller was installed in 1996, the equipment exceeds its useful life expectancy causing pervasive breakdowns and failures. Continuous equipment inoperability and state of disrepair prevent it from providing reliable cooling system to critical care spaces. The loss of operational cooling system poses a significant risk and threatens the safety of the patients, staffs and visitors. The Contracting Officer determines that because of the present inoperable condition of the critical cooling system, aged pumps and other associated parts, equipment, and the subsequent adverse impact on the operation of the facility and safety of our patients, visitors, and staffs, it is necessary to make this SDVOSB sole source award. The risk of not completing the necessary replacement will result in there be no cooling for the Medical Intensive Care Unit of the hospital during the summer season. It is imperative to move quickly towards award since the acquisition of the necessary materials for this work may have a significant lead time. The utilization of the sole source authority to select a SDVOSB concern under the Veterans First Contracting Act will support this action. Therefore, to respond to this urgent need and in accordance with PL 109-461, Veterans First Contracting Act, an emergency SDVOSB sole source contract will be awarded to J&J Mechanical and Construction Group of Jersey City, New Jersey, for a price to be determined fair and reasonable.
