N0016426R3107: Professional Support Services for PMS 312 and 368 in Support of RCOH/ INACT/ ILS

Background
The Government is seeking to award a Cost-Plus-Fixed-Fee (CPFF) Task Order for Professional Support Services for PMS 312 and 368 in support of the Refueling Complex Overhaul (RCOH), Inactivation (INACT), and Integrated Logistics Support (ILS) for the Navy's aircraft carriers.

This contract aims to enhance life cycle management of aircraft carriers, ensuring they are modernized, refueled, and disposed of efficiently. The requirement is currently being performed by PHOENIX GROUP OF VIRGINIA INC under Task Order N0016421F3014. This solicitation is a 100% Small Business Set-aside.

Work Details
The contractor will provide non-personal professional support services that include:
1. Integrated Logistics Support (ILS): Supporting the Product Support Team (PST) in overseeing life-cycle ILS, validating configuration changes, and ensuring logistics elements meet milestones. Tasks include maintaining SCD ILS Certification Charts, tracking performance of the Logistics Product Delivery System (LPDS), and conducting ILS Certification reviews.

2. RCOH Support: Assisting with planning and execution phases of RCOH, which involves refueling and modernizing aircraft carriers over an estimated 62 months.

3. INACT Phase Support: Managing dismantlement and disposal processes during the INACT phase, including environmental planning for nuclear material handling.

4. Administrative Support: Facilitating team meetings, documenting discussions, maintaining records, and providing training support for RCOH indoctrination workshops.

5. Logistics Analysis: Maintaining material forecast databases, coordinating inventory efforts with ship force representatives, and assisting in validation of Allowance Equipage Lists (AEL).

Period of Performance
The contract will have a base period of one year with four one-year options, totaling five years if all options are exercised.

Place of Performance
The services will be performed at various locations as required by the task order.
