Update 7/6/2021: Amendment 0001 has been posted which includes minor updates and a Q&A document. Industry intending to submit offers are reminded that advanced notice is required in order to coordinate submission of proposals. A memo that documents the changes in attachment J-2 will also be posted to the Bidder's Library and posted on beta.sam shortly.

SOLICITATION: The purpose of this posting is to release the official request for proposal N00024-21-R-5514 for procurement of Shipboard Passive Electro-Optical/Infrared (SPEIR) Engineering and Manufacturing Development (E&MD) and Low Rate Initial Production (LRIP) units. NAVSEA intends to award one Firm Fixed Price (FFP) contract resulting from this solicitation, with one base year and four option years for up to 21 each of LRIP units, additional Narrow Field of View elements, and addditional Wide Field of View elements.

IMPORTANT: In order to be considered for contract award, each company must have a SECRET facility clearance by the time of award. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary, although the Navy will consider foreign contractors acting as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State. There will be classified attachments for the solicitation phase. Classified documents will be provided via mailed CD or via classified electronic transfer. Unclassified Distribution Statement D technical documents and other Government Furnished Information for the solicitation phase will be provided in a library (referred to as the "Bidder's Library"), located on the Naval Systems Engineering Resource Center (NSERC) website, with restricted access.
NSERC ACCESS: Offerors will be required to have an NSERC account to gain access and view the documentation in the Bidder's Library. Attachments to this post provide Offerors with the necessary steps to obtain both an NSERC account and approval to access to the Bidder's Library and request classified documents. The deadline for Offerors to request an NSERC account is 1600EST 17 June 2021. Companies that already established NSERC accounts and submitted classified and unclassified request forms during the RFI stage of this solicitation do not need to re-submit forms, but do need to send an email to the PCO and specialist that the information contained in the previous form submissions are current and accurate. Any previous access to NSERC folders has been removed and companies that previously had access must send an email to re-request access to the appropriate Bidder's Library folders within NSERC.

QUESTIONS: Offerors shall submit questions in regards to the request for proposal to both the Contract Specialist and PCO via email using Solicitation Attachment JS-12 "Question Submittal Form" by the deadline listed in the solicitation.

Work Details
Shipboard Panoramic Electro-Optic/Infrared (SPEIR) is focused on accelerating the fielding of advanced Electro-Optical/Infrared (EO/IR) capability to the Fleet, with an incremental approach for increasing capability as EO/IR technology continues to mature. SPEIR will leverage proven mature technology to field an integrated narrow field and wide field of view detection and cueing capability for Anti-Ship Cruise Missile (ASCM) defense, Counter-Fast Attack Craft and Fast Inshore Attack Craft (FAC/FIAC), Counter-Unmanned Aerial System (CUAS), Enhanced Mobility, and Anti-Terrorist/Force Protection (AT/FP). SPEIR will deliver systems to the Fleet as quickly and affordably as possible, providing modularity where practicable for future capability enhancements.
