Vehicle Upfitting and Downfitting Services for OJS   2

Background
The solicitation is for Vehicle Upfitting and Downfitting Services for OJS. The requirement is being solicited under Part 12, Acquisition of Commercial Items and Part 15, Contracting by Negotiation. The Government does not intend to enter into discussions with offerors but reserves the right to do so. The contract type anticipates awarding a single Indefinite Delivery Indefinite Quantity (IDIQ) contract with individual Task Orders (TOs) awarded on a Firm Fixed Price (FFP), Labor Hour (LH), or hybrid FFP/LH basis. The IDIQ contract will consist of a one-year base period and four one-year options. The contract ceiling for all IDIQ contracts combined is $14,500,000.00.

Work Details
The Contractor shall perform work under this IDIQ as specified in written individual TOs issued by a Contracting Officer (CO). TOs may be issued by any CO in the Bureau of Indian Affairs and shall include specific details such as date of order, contract number and order number, labor category, description, quantity in terms of hours, unit price in terms of hours, travel (if required), not-to-exceed amount, TO Statement of Work, delivery or performance schedule, place of delivery or performance, and accounting and appropriation data. Offerors are required to submit fully burdened, fixed-price labor rates and material prices in Attachment 2 - Pricing Workbook.

Period of Performance
The period of performance for the IDIQ may be up to five years from the effective start date listed on the contract. For those TOs issued before the expiration of the IDIQ contract, the period of performance may extend up to two months after the expiration of the IDIQ contract.

Place of Performance
The place of performance is within a 50-mile radius of the OJS facility located at 1011 Indian School Road in Albuquerque, New Mexico.
