This is a combined synopsis/solicitation for a commodity prepared in accordance with (IAW) the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a separate RFQ will not be issued. The solicitation number is FA301626R0015 and is issued as an RFQ. This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-06 and Defense Federal Acquisition Regulation Supplement (DFARS) change notice 11/10/2025. This Blanket Purchase Agreement (BPA) is being solicited as a Full and Open Competition. The North American Industry Classification System (NAICS) code 311111 Dog and Cat Food Manufacturing, with a size standard of 1,250 employees. The Product and Service Code (PSC) is 8940 Special Dietary Foods and Food Specialty Preparations. This non-personal requirement is for MWD Food Program BPA - Purina in support of the 341st Training Squadron (TRS), Joint Base San Antonio (JBSA) Lackland, TX.

Background
The U.S. Air Force, specifically the 341st Training Squadron (TRS) at Joint Base San Antonio (JBSA) Lackland, TX, is issuing this Blanket Purchase Agreement (BPA) for the Military Working Dog (MWD) Food Program. The goal of this contract is to procure Purina brand dog food to support military working dogs, ensuring they receive high-quality nutrition in a timely manner. This solicitation is part of a full and open competition.

Work Details
The contractor shall provide dog food that meets the following requirements:
1. Delivery must occur within seven (7) calendar days of receiving an order.
2. The dog food must be no older than three (3) months from the manufacture date printed on the packaging; partial orders will not be accepted.
3. Any damaged goods must be reported on the invoice/shipping manifest and replaced at no additional cost. Orders showing signs of rodent or pest damage will be rejected entirely and replaced at no cost.
4. Emergency orders may be required to be delivered within 48 hours under special circumstances.
